EnviroTweets: India sees drastic reduction in Wheat, Gram and Pulses farming!

A just released information from India's Agriculture Ministry shows that Indian farmers have drastically gone down on sowing Wheat, Gram and Pulses in the Rabi farming season.  Only the Oil Seeds sown area has experienced a marginal increase.  The following are the detailed figures:

Wheat:  Compared to sown area of 9.39 lakh hectares in 2013-14, it has reduced to 4.47 lakh hectares in the corresponding period in 2014-15. Wheat farming has therefore gone down by more than half!

Gram: Sowing of Gram has gone down from 23.78 lakh hectares in the previous year to 16.15 lakh hectares this year, a reduction of almost 32 per cent.

Pulses: This year Pulses have been sown in 23.98 lakh hectares, compared to 30.86 lakh hectares in the corresponding period of previous year.  This is a reduction of about 22.30 per cent.

Oil Seeds: Oil Seeds sowing has shown a marginal increase of about 10.40 per cent.  As compared to previous year's sown area of 28.41 lakh hectares, this year Oil Seeds have been sown in 31.36 lakh hectares.

India's freshest biofuel move must not destroy good forests and rural livelihood: CCCNI Update 8th Nov 2014

Combat Climate Change Network, India (CCCNI) Occasional Update: 8th November 2014

India’s freshest move towards giant push for biofuels and its probable consequences

More impoverishment of tribal communities and destruction of good forests sure to happen if India targets to reach the 1.2 million tonne potential production of biofuels

Dear Friends/Co-sailors,

Greetings from CCCNI!

Speaking at the Conference on Biofuel 2014 on 5th November, Nitin Gadkari, India’s Minister for Road Transport & Highways, has said that the Govt. of India would take all efforts to remove hurdles in the increased production and usage of biofuels in the country.

He has pointed out that India has a large potential for production of biofuels. Present estimates put the potential at 1.2 million tonnes. However, only 60,000 tonnes is being produced, out of which 80 per cent is exported.

In keeping with the broad objective of “Make in India” of the PM, Gadkari said, the production of non-edible oilseeds leading to biofuel production needs to be encouraged.  His Ministry is all set to promote alternative fuels and hybrid engines.

Ordinarily, the above statements would give a layman the perception that something good is going to happen in this country.  However, experience in the country and elsewhere says that good forests have been cleared and poor farmers and forest dwellers have lost lives and livelihood for promotion of bio-fuel production.

This huge push may therefore be analysed in its real sense and we must urge upon the government to discuss this plan with the communities and others concerned.  Blind push without a proper understanding of the various socio-economic and ecological consequences must not be promoted.

Gadkari has already hinted at heavy promotion of Jatropha in jungles and tribal areas and says this will help the farmers and tribal communities with higher income and employment.  He has also proposed to use wastelands extensively for cultivation of oilseeds.

Some issues that need are urgent attention:

In the name of promoting bio-fuels, tribal communities have been alienated from their lands by private companies.  We have seen mass scale impoverishment of rural and tribal communities due to bio-fuel production.

Most of the times common property land including degraded forest areas (that have potential to grow as good forests) and grazing lands have been termed ‘wastelands’ to promote Jatropha and other commercial plantations.

The so called ‘bio fuel’ therefore has a lot of socio-economic and ecological consequences that need to be considered by the new government while moving towards this giant push for bio-fuels.

Look forward to your suggestions and feedback on this note, and to work together on this issue.

Odisha's ambitious toilet construction plan to fail: WIO Occasional Bulletin 6th Nov 2014!

Water Initiatives Odisha (WIO) Occasional Update: 6th November 2014

Odisha’s ambitious toilet construction plan to fail!

From the current record of mere 57 toilets per day, the state plans an unrealistic jump to 13333

Dear Friends/Co-sailors,

Greetings from Water Initiatives Odisha!

We just got to know from media sources about an unrealistic toilet construction target the Govt. of Odisha has set for itself.  This update is a quick response to this.

As per information available, the Rural Development Secretary of the state has, during a teleconferencing, informed to the union government of its plan to build 15 lakh toilets by 31st March 2015 under the Prime Minister’s Swachh Bharat Abhiyan.  While 3 lakh of these toilets will be built by 31st December this year, the remaining 12 lakh will be completed by 31st March 2015.

This means the state government has to build 5455 toilets per day till December 31st this year and 13333 toilets per day from January to March 2015.  This is too unrealistic for a state whose toilet construction rate per day so far this year has been a meagre 57 per day.

The state has always lagged behind the national average in constructing toilets by huge margins. An analysis done by WIO finds out that, “Last year, even as the national average of toilet construction per day was 13634, it was only 92 in the state of Odisha.  In fact, the previous year i.e. 2012-13 it had a better record of 324 toilets per day which has only gone down recently”.

With such a poor record, the state government’s target is nothing but day dreaming and set to fail.

In fact, a Swachh Bharat or Clean India cannot be achieved if the effort is limited to such target based construction of toilets.  There is no guarantee that the toilets would be used.  Besides building toilets, the government should ensure water supply and promote use of the toilets.  Usability of toilets in rural Odisha is pathetically low at the moment. Then, it has to have proper management plan for the faecal sludge, which is almost absent. If at all the toilets are constructed in such a mad rush, the quality of construction is surely going to suffer thus reducing the chance of their usability further.

Further, such hurried construction leaves a lot of scope for corruption.  The government needs to emphasise on quality and usability rather than such unrealistic targets.
